Identifying Desired Competencies of Newly Entranced University Students
(Case study: ELM-o-FARHANG University)

Nowadays, one of the key indicators to evaluate any society is the growth of its academic level. In this field, universities are the most important key organizations that the government should invest to improve their quality. So the educational system is important as a factor for enhancing the quality of universities. Since the training process is a special process (it means that if the graduated person did not get sufficient and proper training, she/he will not be able to return and retrain); therefore, planning and precise controlling of the training process is very important. Because the first step to control and evaluate of any process is to determine the optimal parameters of the input, at first the definition of a qualified of newly entranced university students (as the input of the training system) should be identified. The purpose of this research is to develop a model to qualify newly entranced University students. In this paper, the basic definition of competencies for newly University entered students would be presented by reviewing the definition of competence and then by collecting and analyzing the results of other researchers in this field. After that by using quantitative methods, the results of the qualitative assessment by the Delphi method will be evaluated and the educational qualifications of a qualified student entering the university will be redefined, at last the evaluation criteria will be determined.
